A Level 3 sex offender who moved to Vashon in 2011 is back in jail and expected to be released next month.

Tracy Nathaniel Morgan moved t o Vashon in late 2011 after being released from a 10-year prison sentence for manslaughter. A community notification last summer of his Level 3 rating — meaning he is considered most likely to reoffend — concerned  some Vashon parents, and the King County Sheriff’s Office held a community meeting required by law to discuss the situation.

Morgan was convicted of second-degree rape and second-degree assault in 1984, when he sexually assaulted and beat a 12-year-old boy in Benton County. He was convicted of first-degree manslaughter in 2001 after admitting to killing a homeless man at Seattle’s Lincoln Park.

Morgan was arrested on the evening of the community meeting on Vashon after he was discovered drinking alcohol, a violation of his probation. Another probation violation sent Morgan to the Monroe Corrections Center in September.

Francis Hall, a spokeswoman for the center, said Morgan is scheduled to be released Feb. 21 and could be released up to 10 days earlier. It is unknown whether Morgan will return to Vashon.
